  1. Trump called himself the “King of Debt”, given him an unlimited debt ceiling on spending would be like given a high school kid an unlimited credit card! For the regular GOP, it was a bridge too far to cross.

  2. The House and Senate create their own budget resolutions, which must be negotiated and merged. Both houses must pass a single version of each funding bill. Congress sends the approved funding bills to the president to sign or veto. The GOP MAGA Congress has been the ones who disagree between themselves on the budget while the smaller 100 member Senate get along much better.
