  1. All civil aviation systems have radar to identify and control the movement of airplanes near the civilian airports. The military radar systems are much more sophisticated and high tech near military installation to identify and track low flying missiles and drones. The Russian are saying that the Ukrainians used an outdated reconnaissance drone from the cold war Soviet era and armed it. This shows how incompetent and corrupt the Russian military and government is.
