Congressional action is required to create Executive Branch departments, to fund them, to determine the nature and scope of their duties and to confirm the appointment of their top leaders. The President can’t arbitrarily eliminate the cabinet level department or withhold funding.

@houston5568 Congress established USAID as an independent establishment (defined in 5 U.S.C. 104) within the executive branch, the President does not have the authority to abolish it; congressional authorization would be required to abolish, move, or consolidate USAID. Bottomline Congress established it under USC regulation.
