In 1994, Ukraine agreed to transfer Ukrainian nuclear weapons to Russia and became a party to the Treaty on the Non-Proliferation of Nuclear Weapons, in exchange for assurances from Russia, the United States and United Kingdom to respect the Ukrainian independence and sovereignty in the existing borders. President Zelenskyy’s country Ukraine was already burned once by agreeing to a deal.

  2.  @attilamarics3374  A memorandum is basically a country’s promise between countries outlining intentions and not a ratified international legal contract between countries. Trump told President Zelenskyy he wouldn’t give any security assurance for Ukraine, just that Putin respects him and not the previous US Presidents.
