  1. Putin, like any dictator who holds power by ruthless measures to subjugate their people, has a fear of the “Sword of Damocles” syndrome. Dictators always fear the imminent and ever present danger of the people turning on them if they show weakness or vulnerability. Putin is sending his troops, no matter the amount of causalities to try to obtain territory to use in his propaganda to declare a win. The insurrectionists in the Donbas area are ethnic Russians and have renounced their Ukrainian citizenship and want to become part of Russia. There is some loyal Ukrainian living in the Donbas area who would be hurt if an all out military action was conducted. During the Soviet era, the communist government placed ethnic Russian enclaves in strategist areas to keep the local populations from revolting against the Soviet central government. Putin doesn’t care about the civilians, he is using genocidal actions of killing Ukrainian civilians, looting, raping, and scorched earth policy as a terror tactic he learned in the KGB to subdue a population like he did in Aleppo Syria for his Dictator Friend Bashar al-Assad.
