The former USSR would make ethnic Russian enclaves in the countries they conquered to keep the former independent countries inline with the central government in Moscow and required Russian to be one of the official languages to be spoken. These Russian enclaves were like “Sleeper Agents” in the countries which could be activated, since their cultural ties with Russia were strong and their allegiance was with the USSR and not the countries they lived in. After the fall of the “Berlin Wall” and breakup of the USSR, the Russian enclaves began their insurrectionist movement. Putin, as a former KGB member, has activated the Sleeper Agents to do his bidding. In Moldova, minority ethnic Russian insurrections have declared their independence and desire to joint Russia. A Russian general in a news briefing indicated that Moldova would be next. In Estonia and Latvia, the ethnic Russians were deemed non-citizens if none of their ancestors had been a citizen of those countries before the Soviet occupation in 1940 and they did not request Russian citizenship, available to ethnic Russians born in the occupied countries, while it was available.

The Russians with ancestors living in the area before 1940 gave credence to their pledge of loyalty to the newly formed independent countries when they could their pledge their allegiance. The ethic Russians are a minority in the territories the Putin has occupied, stating that he is protecting then against Nazism while letting them take over lands they once swore an allegiance to. Most of the ethnic Russians living in the former USSR occupied countries have never set foot Russia.
