  1. Both sides use foreign fighters in the war in Ukraine. Ukraine only accepts foreign fighters with previous military training in combat units, or the foreign fighters can be in non-direct combat units with no previous military training. Putin’s foreign fighters are from poor countries with promises of high pay for working in military support positions and not in combat units, but once they sign a contract they are “Cannon Fodder” and sent to the front!
