Horrible ... there is no way that many Police are involved . That one 15 year old kid was found to be an exact match for a high ranking Party member that needed a transplant . He some how was chosen for an elite school and lived in a dorm. It is theorized that he was basically kept close by at the school for when they wanted to do the transplant by the secret police .
