The CCP pays off the top leadership of poor corrupt countries to take these " Loans "....the the leadership gets payoffs ( because the plan really doesn't benefit that country but will let China get claims on their minerals or Ports . The Poor countries leadership dont care because they and their families are now taken care of and are wealthy .
