  4. That's a valid question but you're just assuming that their weapons labs and not research facilities to study diseases for the purposes of Medicine. Most developed Nations have those. I guess the Senate could say they could be easily weaponize and they could however biological weapons do not recognize any political boundaries because they are diseases. Just look at covid, swine flu, and other diseases. They are really not a good weapon to use because they're not very predictable. There could be a blowback effect. That sword Cuts both ways.
