@AlbinoMutant even more stupid. You don't seem to understand the environment changed and adapted to new circumstances after the dam was built. Then when the dam was blown up it flooded vast areas and carried oil and other pollutants all the way down river. That could have meant gasoline, raw sewage, fertilizers and no telling what else all going down the river and eventually into the Black Sea where at will be picked up by 2 rotating currents. The pollution from this Blood possibly could reach the shoreline of all the countries that border the Black Sea including Russia itself.

From what I understand from some other sites, Shoigu actually did a good job when he was head of the Russian equivalent of FEMA. But when he got appointed to this job he was nowhere near qualified. So he was bound to fail if Russia got into a shooting War. He basically was getting on-the-job training.
