  1. What happened was he told Rubio that the 50% deal was done for the rare mineral excavation and sales. Rubio went to Trump saying he's coming to the White House to sign it. He reneged in front of the media once he was here. He wanted to add US peacekeeping troops to the deal. Trumps said basically come back when you're serious. This is exactly what he should have done.
