No not really. The basis is this. First off, Germany taking time to fully repair doesn't change that they would gain more and more oil over time. Secondly, no it would not cause a near Soviet economic collapse (like what happens in our own timeline), it would cause a collapse. The Soviets were struggling enough as it was with the fall of the Ukraine and had the Caucasus fallen completely, it would of been the straw that broke the camel's back. Also the local advantage, better manpower, and logistics is meaningless if their resistance cannot be organized or be properly supplied. At this point not only would a German victory in Fall Blau be a strategic defeat for the Soviets, it would be moralewise, a crushing defeat and would possibly destroy Soviet organization almost completely. If we were to combine this with a German attack of Moscow in 1943 as what the Germans planned. This would of been the final blow to destroy Soviet organization of their resistance.

"Baku refineries/railroads easy target for partisans and soviet air attack." Soviet partisans were not major enough of a threat and the Soviet air force was inferior to the Luftwaffe at the time.

First off it would be realistically near impossible to do an air raid on Berlin in this alternante 1945 and even had it worked, unless Hitler dies, Germany will not surrender and the Americans and Brits are not going to resort to Nuclear genocide.
