The reason the US got the means for the amount of bombings in our own timeline is that the political situation allowed it. Germany and Italy were already out, Japan was alone, and was on the verge of losing anyway. Even in our own timeline, the US was only going to drop one more bomb on Japan before launching Downfall.

So as far as the public knew, Germany was no different from a classical like Empire like in WW1. Once again, the notion that USA or British leaders could do that without committing political suicide is preposterous. Once again, the US and British people would not allow Nuclear Genocide.
