Yeah it never really made sense for Dooku's character and almost just felt like a desperate attempt to get the audience to stop sympathizing with him. It does make sense for Dooku to be authoritarian and aristocratic. But not a human centrist when literally he was effectively raised by an alien.

It probably was a source of inspiration for George as it was confirmed that circumstances surrounding the Confederacy of Independent Systems were somewhat inspired from the Confederate States of America on how both their secessions served as a reaction to the democratic leader at the time (Lincoln in IRL and Palpatine in Star Wars).

Dooku was for lack of a better word, a complicated man. I would say he leans more towards anti villian. Dooku was doing the wrong thing for the right reasons. His accusations against the Republic as a corrupt institution that was only causing more problems than it was solving was spot on and perhaps was even correct the system needed to be either replaced or at the very least radically reformed. However Dooku suffers from two major problems that ultimately made him a villian even beyond the bad things he had to do for his goals. 1. Dooku's political ideals were a far cry from what the galaxy may have actually needed and were effectively the opposite of what he preached under the Confederacy of Independent Systems. What Dooku wanted was a strong centralized authority that would not be bogged down by bureaucracy or be ruled what he saw were unworthy commoners. Instead he effectively wanted an organization like the Jedi to have rule over the galaxy directly and enforce its will as it best saw fit. 2. Dooku in spite of how good his intentions may had been at the start did ultimately lose sight of his goal within his time as Darth Tyranus and eventually became the same kind of corrupt politician he so despised during his time as a Jedi. To make matters worse, Dooku eventually cared more about excelling himself to the top of a hierarchy rather than helping the every day people of the galaxy.

The novelization explains Dooku’s distain to uncivil and savage like culture. Something he considered out of Kaleesh in particular. Explaining that he believed Grievous was repulsive during his initial life and his cybernetics were forgivable for him because they were an improvement in his mind. A contrast to his thoughts on Anakin using cybernetics. I do think people tend to over play Dooku’s specialism mindset. It was only slightly worse than Palpatine’s and was only done so by the late stage where his initial noble intent already got warped by the dark side.

I don't really think Dooku's character was bland in the PT. What was there highlighted quite well of his disillusionment of both the Jedi and the Republic. I think it was simply a problem of George never had to the time to fully flesh him out. So I don't really think Dooku's character needed fixing, rather he just needed to be expanded on.

Dooku in Legends became racist after his fall. Until then he spoke only in an elitist mindset but grew further distasteful towards what he considered uncivilized and savage like. Something that aliens tended to have more often. As a result, Dooku’s original good intentions got warped. And his ideology changed as a result

Dooku's existence did add a lot to the lore of Star Wars. Also George gave up on the Darth Jar Jar concept long before Dooku was drafted. It was going to be given up either way.
