  1. I think it's because a lot of people still picture Romania as a grim or impoverished country struggling to pull itself up from it's communist legacy. A bit like what you see with neighbouring countries like Moldova. So the title is saying, 'hey this isn't the case anymore' as progress is happening, though there is still a lot of poverty and political corruption in Romania. Alongside the wealth and modern construction.
