  1. The biggest dent in the wages of poor workers is rent. Therefore if there was more non profit social housing for cheap rents the minimum wage could be kept low as people will be able to easily pay these rents and have money spare for their day to day needs. The administration of these social homes would be bid on by different companies, so that competition is in the sector. But technically the regional government would own these homes. Every 25 years or so they could even do a sell off, to recoup the construction cost as well as helping lower wage earners break into the housing market. That money could then be put to build more homes. Again private companies would compete for the contracts.
