  2. I think more countries should institute national service in order to enjoy the full benefits of citizenship. It will keep you people out of delinquency in those critical years when they can turn bad, but also instil a sense of duty. A part of it would go to the army, but another part would go towards helping elderly people and the handicapped in order to reduce expenditure on those sectors.
