  1. The fairest way would have been to house the syrian refugees in makeshift villages in eastern Turkey. If Turkey complains about having to take on all the burden the international country should send resources/money to help. The most obvious advantage is that they are nearer to their home country for after the war and it will be easier to send them back for the reconstruction. The other thing is things like Cologne would probably not have happened and less pressure on social housing in the western countries seeing that they would be housed in new makeshift villages not taking from existing social housing stock. And the logistics of sending over a million people home would be super difficult.
