  1. My theory is that cloud seeding has in part caused this. They have shot down clouds that were not fully formed that would likely have drifted into other areas helping water in other zones. But instead the fledgling clouds got used prematurely and never had the chance to move on and accumulate in other areas that needed that water.

  2. They still think an ever growing population is a good thing, but when the day comes when it really hits the fan it just means more people are going to get hurt.
