  1. At a glance the big difference between those regions is population size. I dont think its a coincidence that scandinavia is well off but has small population (easier to provide welfare social services for small number of people than a large number) and it also makes it harder to mask/hide corruption in small population countries. In huge population countries it can be hidden in labyrinthine bureaucracies and mountains of paper work.
