  1. Welfare for work is the best middle ground. I'm not saying exploitative and profit off of them, but not give a free ride either. They can do jobs that help pay for the welfare system that also benefit society like picking litter from natural beauty spots, cleaning grafitti. As well as helping in odd jobs. Maybe they can do 24-32 hrs a week in return for their social security. Make it voluntary, you can choose to do nothing but then you won't get anything in return. Such a policy is much better than laissez faire that leads to homeless tramps that are drug addicts like in america and western europe to a lesser extent.
