  1. North Korea preaches Juche/Self Reliance but it's been subject to famines shortages and perpetual hunger since the 90's. If their government had any sense they would embark on a one child policy to counter the shortages problem but they don't think logically. They want as large a population as possible, despite the hardships that comes with it. And the reason they want a large population is the have more would be soldiers. Masses to be thrown at the enemy in the event of a war.
