  1. Let both factions scrap it out, once they realise they have reached a dead-lock any reasonable rational leaders will eventually realise that and start to negotiate a peace. That is the point when intervention should begin. Unless they are fundamentalist fanatics who don't care for mortal life and insist on fighting until every last man is dead.
