  1. South Korea yes. China, not really. China has a policy of returning north koreans to north korea, i hate to think what happens to them after that. They have to journey through China for much of the journey but it's not in their interest to stay there long, they then go through other countries in south east asia, like phillipines to get to South Korea. I think the embassy there accepts them.

  2. brandnutopian That's right they have to pass through there. Perhaps it's the most challenging part of the journey with most risk, outside of North Korea.
