@gadgetollie Yes, and unfortunately a lot of people get the exact text wrong. It's not a blanket, "I can do whatever I want", no matter how much his supporters want it to be. It's bad because it punted to congress, but that's another institution that needs cleaning. I see Brian has videos that address this.
