  1. The privacy thing might be viewed strictly as invasion of privacy, but the intent is to inform denizens to stay safe and be aware of new cases. You'd assume people would be able to do this themselves, but the thing is people are (apparently) not practicing social distancing and other preventative measures; enough to the point where the government had to get more involved. It all whittles down to keeping people as safe as possible.
