Had they accepted it, they would have a state now. The British Mandate of 1922 states that the whole land of Israel belongs to the Jewish people including lands won in war for security purposes. That included Judea and Samaria and of course Jerusalem. In 1948, Jordan occupied Judea and Samaria. It expelled its indigenous people, the Jews, and ethnically cleansed the entire area of its Jewish population.
