The IDF has strict instructions to avoid harming innocents. If it didn't, Gaza would already be a distant memory.

They were also delineated by the Partition plan of 1947. The Arabs were given 80% of historical Israel and the Jews the other 20%. The Arabs rejected it but the Jews accepted it.
