  11. You are very correct. When I started reading the ccna book 23 years ago, I had a really hard time accepting the many liars, especially the top 3 layer. Then I read the TCP IP model and it made more sense so you are correct. However, it is important to differentiate between tcp and udp by saying tcp needs a connection established first whereas udp does and just shoots away the packets.
