  5.  @erikfuentes9269  the States have their laws and it allow for postage -that is where the three days come from , here in Australia apostal ballot is accepted if it is post marked before election day as long as it is received by the Electoral office within 13 days of the election date.. There are all sorts of different laws and you have 50 different state laws i am surprised that anyone can keep up with them and be across all of them.
