  1. don't be too hasty - it might be that the law has been faulty in its make up rather than the interpretation. Not all laws are created perfectly - oversights are common.

  2. Why do you need to be an American to get a licence in the USA. I am Australian so if I went to work in the USA do I drive on my Australian licence under a visa provision or what?
