  1. the State flags pre-date the Australian one as the States were colonies of England so they incorporated the Union Flag of England. In Victoria i think the crown was changed from the Imperial crown to the St Edwards crown in 1901 when Australia was enacted as an entity.

  2. The ACT and NT flags were developed relatively recently so the Union Flag was not included.
