  1.  eljay5009  In Australia we have electronic signs around a lot of schools that reduce the speed limit for the times children go and leave schools. This changes it from 50kph down to 40kph. On some major roads with secondary schools it goes from 80kph down to 60kph. This sounds more reasonable to me but I would not be surprised to fin that your average speed in towns is closer to 20mph than 30mph.
