  1. I live in Australia, which has bush fires and floods, and I wouldn't be without an alert service. Ours are usually done by State emergency services rather than national but i don't doubt the capability is there.

  3. gas leak perhaps, a fire in an factory that is likely to explode. maybe they are different levels of Government.
