  2. How are you sure that it was done by the Kiev regime and not by Russians in Ukraine that are sympathetic to the Ukraine cause or even a Ukrainian version of the Wagner group perhaps. They are more likely to be able to work out suitable targets. That is probably why it is being described as terrorism as retaliation by the government of a state you are invading is not not terrorism it is retaliation.
