  1. if you look at our constitution you will find that merely defines responsibilities between State and Federal Parliaments. It does not in any way say how things like health, defence or even the voice shoudl operate.

  2. the simple answer is that the Voice will have as much power as Parliament gives it through subsequent laws. Until then it has no power other than simple persuassion.

  3. The courts can only view subsequent legislation ,which will be enacted by parliament, to see if it conforms to the Constitution , which is no different to what already happens.
