It was advantageous for everyone to see the ‘first generation’ charter of WHO. This is what they are pushing for…Global power control. ‘Round two’ is a fall back of what WHO wants. Just like what happened in the U.S. with its constitution…. Lawyers in charge of agencies or departments have regulatory powers… that’s the back door to skirting every contract (with corrupt nation state bureaucrats ). No contracts with the UN/WHO , the first document is what every other contract will push into (no matter what they say).
