  1. The only reason there was a pivot is the Global North that is suppose to pay for infrastructure for the Global South…. Is out of money. The Global South isn’t paying for their own infrastructure they expect the West to pay….mainly the U.S.. The UN was expecting 2 trillion dollars from the U.S…they didn’t get it. It’s a temporary change of ‘heart’ by the UN. As soon as the wars stop… they will be back for the money.
