The spending and transferring the money to other countries is intentional and will continue… it is the UN’s Global Equity and Climate Change Agenda 2030… in which the UN demands money from the US to redistribute it’s wealth and to developing countries….to raise their standard of living … until their standard of living equals the US standard of living. And it starts with the US paying for other countries energy grid and infrastructure! And that is exactly what Biden is doing!
