  25.  @triton7758  1) Not all civilians have evacuated 2) Despite the decrease in civilian death, a straight-up urban warfare scenario will kill plenty of soldiers. That should not be discounted. 3) Russia might also be planning another strategy since civilians have already been evacuated. IE: false flag operations like attacking the Nova-Kakhovka Dam or the upstream nuclear power plant or a chemical warfare
