  1. Well, wouldn't the obvious response to this be the West also sanctioning those Central Asian nations? After all, the reason India and other "neutral" nations haven't done the same is due to fear of second-hand sanctions. Obviously, this wouldn't matter to Noth Korea, Iran, and others that have already been sanctioned for years now, but it does matter to those who have not. Otherwise, I guess an alternative would be to incentivize them with more carrot & less stick.
