  1. The biggest obstacle to a Mexican economic miracle is the Mexico City government. That's why most of the areas in Mexico that still experience some sort of economic development are the Northern Mexican States. Those states do more business with the US anyway so for them the logic is "why should a region listen to a government that neglects it?". So people in the North would rather prefer to adjust their businesses to American laws/policies instead of hurting their economy by listening to their far-away central government.
