  5. The factor you are missing is lobbying interests. You are absolutely right, but Congress is generally incompetent and cares more about business lobbies than government employees.

  6. The fiscally-conservative immigrant parent in me is being rubbed the wrong way. It just costs way more to ship goods by domestic air, truck, or even rail than properly-managed & incentivized domestic water routes. The US's ocean moats and major navigatable rivers were always its great aspect so I thought this talent would be fully utilized. But seeing it being squandered at this scale is honestly just discomforting. In the long run, this short-term cost-trimming strategy has cost the domestic American Economy tens of billions in potential revenue.
