  1. Actually, a growing majority of Russians have already turned against Putin's war. But since Russia isn't a democracy, Putin can launch first-strike ballistics with only potential opposition from the absolute top of the military (which he can control).

  2. Doing nothing should not be done by the West due to the disastrous effects of appeasement. However, a no-fly zone, although necessary, imposed by NATO would likely trigger an even larger-scale war with nukes. Russia forced Ukraine & the West in between solid rock and a very hard place. Either, appease and be successfully bullied by a declining Russia. Or do something effective and risk locking radioactive horns with a desperate Russia.
