  3. It's almost like the Revolutionary Guard was designed to operate like that on purpose. A sort of insurance policy to keep the Islamic Republic in the vision of Khomeini -- ultimately, a responsibility placed on the IRG's commander. But the fact that no one can rain it in can also act as the thing that is holding the Republic back from implementing peaceful, meaningful growth.
