The Obama administration had in FACT prepared a 69-page playbook for pandemic response — which Trump clearly did not read or follow. I understand that Trump is semi-literate, but that's no excuse for him not tasking someone to read the playbook to him. I'm sure Baron would have been happy to read the playbook to his absent and wayward father. Moscow Mitch blamed the Obama administration for not taking steps to be ready for a potential pandemic.
