  1. I'm a retired expat living in Panama. The local police know that I legally carry. They give me a thumbs up. One captain told me "Just don't shoot them in the back. Anything on the front side is fair game." A criminal's life is cheap here. The big problem here is that adults get the teenagers to commit the crimes. Teenagers have a revolving door, quickly in and out of jail in most cases.
