  1. As David said, we already have 50 state governments. I am an expat living in Panama, where there is the federal government, then provincial governments, then city and town governments. It seems to me that the reason for provincial governments is to more localized, more "in touch" high-level governing, which our individual 50 states are currently doing. I don't see the need to divide us officially by rich/poor, liberal/conservative, religious/non-religious, meat-eaters/vegans, and etc. I think the more we are forced to be together as one, even with massive disagreements, is still the best of a bad situation where we have far outgrown our small tribal structure.
