  1. Until very recently, 1MOA was the mark of elite shooters and very specialized rifles. Easily free-floated AR pattern rifles and modern materials allowing sophisticated stock design, along with newer optics allowed 1MOA to become something of a standard.

  2. @Hard Target: Truth! Modern equipment does make it a bit easier by removing mechanical variations. This means, of course, that the shooter has fewer excuses for missing. :p
